Raquel has broad experience in administrative law and regulatory matters.
Raquel is a partner in our office in Madrid. She acts as head of the Regulatory and Administrative Public Law Groups in Spain and, in particular, she specialises in government procurement, an area in which she has developed very extensive experience.
She has worked widely in advising clients about competition procedures, challenging of contract awards agreements, economic balance of contracts restoration procedures, price revision, non-contracting clauses and concession cancellations. She has also dealt with public tender contracts termination procedures due to contractor’s failure to comply, public tender suspension, public services supply contracts intervention, among other issues.
Raquel has extensive litigation and non-contentious experience in the health sector, assessing issues related to drug marketing, clinical trials and biomedical research, pricing, telemedicine, biotechnology and bioethics, information and clinical data protection, distribution and tracking, health products, medical and pharmaceutical malpractice. Additionally, she advices on product liability for the drugs, food, medical and pharmaceutical devices industries,) as well as in the postal sector, in which she has obtained pioneering judgments in liberalisation process matters, issued by national as well as European courts (such as the Tribunal of Luxembourg), specifically related to the cross-border mail services liberalisation.
In recent years, Raquel has represented different clients in the energy sector, challenging detrimental legislation for different operators and advising firms, especially foreign ones, interested in the Spanish market liberalisation process, in the production of renewable energy and marketing aspects.
She has lectured at the Universidad Europea de Madrid as well as other courses and conferences relating to her areas of interest. She collaborates on a regular basis with newspapers (Expansión) as well as with specialised legal magazines.
