Implementation of the Telecoms Reform Package

In November 2009, revisions to the electronic communications framework (the "Framework") were agreed in the EU and adopted through the Better Regulation Directive (2009/140/EC) and the Citizens' Rights Directive (2009/136/EC). EU Member States had until 25 May 2011 to transpose the changes into national law and resulting domestic measures had to apply from 26 May 2011.

Twelve months after the deadline, we have analysed which countries have or have not implemented, and the extent to which they have implemented, the revised Framework. The Commission has initiated regulatory action and may impose fines to countries who still have not implemented the Framework. The results of the analysis make interesting reading.
