Jan is rated as one of the top lawyers for public procurement law.

Jan is a partner in our office in Düsseldorf, and is also head of our International Public Sector Group.

The focus of his practice is on public sector/infrastructure, concessions and public-private partnerships. He specialises on public law, cartel, public procurement and competition law as well as contract, communications and Information Technology (IT) law.

Jan has an in-depth understanding of the public IT and communication systems. He’s also an expert in the health, energy and public utilities sectors (health, water, energy, disposal), transport and logistics (ÖPNV, SPNV).

Jan also works extensively with privatisation, outsourcing/insourcing projects (public-private partnerships) and defence and security. He has successfully advised on numerous public infrastructures and outsourcing deals across Germany and Europe.

Jan is a regular contributor to legal journals and business publications, and has an extensive list of publications. He is the co-editor and author of the leading commentary on German public procurement law (Byok/Jaeger, Kommentar zum Vergaberecht, 2005) as well as a public procurement reporter for the Neue Juristische Wochenschrift (NJW), where he last published under NJW 2010, 817 et seq.

Jan and his team are amongst the most recognised specialists in Germany. In the current edition of the JUVE Handbook he is rated as one of the top lawyers for public procurement law. Jan is also a lecturer in the legal department of the University of Cologne.
