I am a counsel in our Regulatory & Administrative Group in Milan, where I work with clients across a wide spectrum of regulated industries.
Throughout my career, I have gained significant experience in administrative litigation and I regularly appear in administrative courts around the country, representing companies in disputes covering a wide range of sectors. These vary from public procurement contracts (with a major focus on service and supply contracts) to public incentives (including incentives for the development of renewable energy plants), to pharmaceutical and TLC regulatory matters.
Besides litigation, my daily practice includes advising both Italian and foreign companies interested in participating in public tender procedures. I guide them through the different phases of these proceedings, which are governed by extremely detailed and constantly evolving rules, from drafting the tender documents to signing contracts.
I am also experienced in dealing with the regulatory profiles of M&A transactions. In particular, I assist both national and international investors on administrative law matters related to the energy sector, with specific reference to the permitting and licensing regimes for renewable energy projects (such as photovoltaic plants and wind farms), as well as accessing the incentive programmes managed by the GSE.
Export controls for dual-use and military items are another field of my expertise.
