The government submitted the draft proposal for a new „Act on Platform Services for Sharing of Videorecordings“ to the Parliament on 26 August 2020. The first hearing of the bill is scheduled for the parliamentary session starting on 7 July 2021. This is the very beginning of the legislative process.

The AVMS Directive will be implemented into Czech law by adopting a new Act on Platform Services for Sharing of Videorecordings and by amending some existing laws, such as Radio and Television Broadcasting Act, Audiovisual Media Services Act and Advertising Act. Transposition is proposed in a minimalist form, i.e. only within limits set out in the Directive, without laying down stricter rules beyond its scope. Nevertheless, the wording of the current bill may be significantly changed due to the fact that the bill is at the beginning of the legislative process.
The expected effect of this bill is 15 days after its publication in the Collection of laws (at the end of the legislative process), with certain exceptions which would become effective only from 1 January 2022.
The bill is available in Czech here.
