The Netherlands wants to go further than minimum harmonization, with a seperate bill. Two days after the submission of the bill for the implementation of the AVMS Directive, the Ministers of Education, Culture and Science and Primary and Secondary Education and Media announced in a letter that an investment obligation will be included in the Dutch Media Act. Implementation of the investment obligation is not an obligation under the AVMS Directive. The investment obligation is considered desirable in the Netherlands in order to stimulate Dutch films, series and documentaries. This is aimed to strengthen the position of the Dutch cultural audio-visual offer.
